Seametrey was founded by Muoy You (the school Director) and 15 overseas Khmer and friends of Cambodia on 17th April 1990 in France as an "Association à but non-lucratif" (Non Profit Organisation) and registered at the Sous-Prefecture de St-Germain en Laye (registration number 3/05861).

The schools local branch was registered with the Ministry of Interior, Cambodia on 13th February 1998 (Memorandum of Understanding with the Ministry of foreign Affairs signed 25th October 2002. Memorandum with the Ministry of Education signed 3rd October 2003).

Muoy You is Montessori qualified, holds a Ph.D. degree in French literature, had taught students at all levels from nursery to university for over thirty years in Cambodia and overseas. Today, Seametrey is proud to welcome 91 children from 8 month old to 23 years old of which more than half come from economically deprived family!
